John, apologies to you but I was not referring to the philosophical aspects. In other words your answer challenges my brain limitations ;-) the Q was whether there is any technical difference between the two and when to use this or that. Thanks. Y.
A Blog is me posting my content for people to respond to and it is done in the Open Forum area of the site. This is where I can promote my expertise or ideas and get input from others - I effectively "own" this thread.
A Forum post is something that is an open idea for discussion within a Forum/Group - I don't own this - it's an open debate on a subject.
The is confusion here because you can select Blog from anywhere on the site, but they appear differently - if you select the "Member Blogs" tab at the top of the screen, you will ONLY see Blogs and not Forum posts, which only appear in the Group(s) to which the content has been assigned........ you can't assign a blog to a Group.
The difference may not be clear at the moment, but will become clear over time, as the content builds.
Yes there is a technical difference between a blog and a forum topic.
1) The security policies are applied seperately
2) The data is stored slightly differently in the database
3) They can be themed independantly
On some sites there are bigger differences like a forum topic will not ping other services to say its been updated but we extended this to cover forum topics so its not applicable here.
I personally agree with Yoram as the only "philosophical" difference is in "who is setting the context of the discussion".
As a publishing user, I would prefer to put my professional (and therefore TRUSTED) opinion, events, messages and so on ...on a context where the reader can find it easily.
And as a reading user, I would prefer to find information logically and easily.
I have a big problem with the word BLOG as it suggests me something personal in the content of the posts rather than professional. But this is my opinion....

Well its not really a straightforward answer that the whole world agrees on but to the user I always see it as:
A blog - One user express's a view / poses a question and others respond directly to him / her, the blog does not have context outside of an association with the member who starts the blog, and as such the blogger has to set the context.
A forum post - A user starts a conversation between members who are interested in the topic within a context i.e. the forum provides the context in which user starts the conversation.
E.g.
A blog asking the question "what's the difference between Blog entry that I create to a Forum topic?" is inviting members to answer you directly.
A forum topic asking the question "what's the difference between Blog entry that I create to a Forum topic?" in a "support forum" is inviting members to have a conversation that ends up with an agreed stance by the community on what the difference is.
A forum topic asking the question "what's the difference between Blog entry that I create to a Forum topic?" in a "technology forum" is inviting members to have a conversation discussing the technical difference between the two.
A forum topic asking the question "what's the difference between Blog entry that I create to a Forum topic?" in a "SEO forum" is inviting members to have a conversation about the SEO value of each.
As I said, this is a personal view, others may differ.
I will remove the option to post blogs in Groups which should make it much simpler to understand, as blogs will only appear then under member blogs, users profiles and recent posts.

so in the light of this answer maybe we should consider omitting one of them because they are very close in functionality if I understand correctly.
